The eternal question - Graffiti - Vandalism or Art?

A news piece in Regiões TV [a portuguese regional TV] about the graffitis that can be found in the city of Oporto where they interview people from the city with the question - "Graffiti: art or vandalism?". We can hear [video talked in Portuguese] that people have a different opinion depending on the quality of the graffiti piece done in the wall. Scribbles are considered vandalism and full painted pieces viewed as art.
